The label names the food business operator (producer, manufacturer, packer or seller) by name or company name and address, or for imported food the importer into the EU; for cosmetics the responsible person is usually the EU manufacturer or the importer, and a distributor selling under its own name or trademark becomes the responsible person.

Food information for food sold to consumers in Estonia must be in Estonian unless it is understandable to consumers in another language or form, and cosmetic distributors must ensure the product carries Estonian-language information (Art. 19(5) of Reg. 1223/2009, supervised by Terviseamet).

Food business operators may use only authorised nutrition and health claims under Reg. 1924/2006, with nutrition labelling mandatory when a claim is made; applications for new health claims and generic-name exemptions are filed with PTA as Estonia's competent authority.
